Is this a decent Laptop For $1,392, I'll be using it at collage for Graphic design?

It's pretty good, but you can probably get that for $100 less if you shop around. However, I'd check the reputation of the company building that as I don't think the JFL92 accepts Penryn processors like the one you've listed.
