Sometimes I recive e.mails with the text broken and each line preceded by an arrow. Why?

If the program is trying to show quoted text why don't they insert quotation marks which is less inconvenient if you want to copy and paste the text elsewhere. Presumably someone thought it was a good idea for some reason....
