I am unable to sign into my yim account. I updated my pword and still cannot sign in.?

I would like to begin using my yim account to call mobile phone numbers using the yahoo voice service from Kuwait to the US, but cannot access my yim account to do this. Should I just try opening a new user account? Thank you for any help.
